What are the "rail washers" that were on steam locomotives?
Small jets mounted on each side behind the trailing truck to wash the sand off the rail to decrease rolling resistance.
When were they used or what exactly were they used for?
They were used when the engine was sanding the rail.
Is there an equivalent "rail washer" on diesel locomotives?
