It is not that there were no eastward freight trains,
but rather what went east as 2nd, 3rd, and 4th class
trains had gone west as extras. Traffic control was
a long time coming to the Clinch Valley, but before traffic
control, trains were operated by timetable and train order.
Trains are superior by right, class, and direction. Right
is conferred by train order, class and direction superiority
by the timetable. Kind of a "fail-safe" technique. Not
showing 2nd class schedules for the westbound traffic
puts the onus on the westbound crews not to proceed on
the time of a superior eastbound train, just in case the
dispatcher overlooks it. A similar schedule arrangement
was in place on Southern's Birmingham Division.

One engineer operating of the Clinch Valley told of picking
up orders on the fly westbound at Bluefield, VA. The
first order of business was to flip through half-a-dozen
(or so) orders to determine if there was a meet Furnace. It
was only about 0.8 miles from the tower. Contents of the
other orders could be deciphered later.
