Senate Votes For Change Asked In Coal Loads
   RICHMOND, March 6 - The Senate today concurred in an amendment to 
a bill recodifiying Virginia's motor vehicle code which allows 
mine-to-railroad siding coal trucks to carry heavier loads.
   Granting of the higher load limits represented a General Assembly 
victory for the far Southwest coalfields delegation who originally 
sponsored a bill but accomplished their purpose with an amendment to 
another bill.
   The state highway department is authorized to grant the coal 
haulers permits, upon application in writing, to haul one ton more 
coal on single axle trucks and two tons more on tandem axle trucks. 
They are good within a  25-mile radius of the mine.
   Permits are good only until October of next year as a safe-guard. 
By that time experience will show whether the heavier loads are 
causing excess damage to roads.
