Probably it's worth knowing the significance of AFE's.
Generally, it was a form used to show costs of a project.

>From memory, the VGN AFE for replacing the wood

towers at Coleman, Tidewater, and South Norfolk with
one-story stucco structures was about $68,000 (1945
prices). As time went by, there was more back-up to
substantiate the expenditures. It's this data that adds
to the importance of the AFE's. In some cases, there
are mechanical drawings, pictures, even structure
diagrams.

N&W had three categories of AFE's depending on
costs, importance - General Manager AFE, Vice President
AFE and President AFE. AFE's were numbered sequentially,
but unfortunately one number might cover purchase of
an automobile for Norfolk Terminal and the next would
cover 500 covered hoppers for system use.
That makes it difficult to classify AFE's. So if you're
interested in say, replacement of wood ties with concrete
ties at Kumis, you just have to thumb thru the index, then
search to see if the AFE is on hand.

Sometime after the '64 merger, there were so many AFE's
being issued that the N&W came up with a modified
zip code method of numbering. The first two digits identified
the district for the project and the last three digits WERE
the AFE number. AFE's starting with "34" might cover
improvements on the Blue Ridge District, for example.
