All Weather Cab Window use on diesels

I was enjoying the great photos in the latest Arrow
and once again was looking at the locos. I noticed
that even into the mid 1970s some locos appeared to
have the all weather cabs while others do not
(including SD45s, etc).

Here's my question: were the all weather cabs removed
during warm weather? It seems that by the 1980s locos
just had them on all the time.
