Yes, but only for GE and FM tri-mounts, as they are dimensionally the same (i.e, same pivot to plate dimensions, as well as axle wheelbase), Alco tri-mounts would have required moving the pivot plate, something easily achieved during construction, but incredibly time consuming and expensive afterward.  Of interest, GE proposed U25Cs (later uprated to U28C) to N&W with the option of either GE, FM or Alco tri-mounts.

As an aside, EL-C 130 operated for several months with both trucks swapped with FM trucks.
