What issues of the Arrow contain the Tender series?

First, can anyone tell me the classes of steam locomotives that the 16,000 gallon tenders were used on?
 
Also I have a M and M1 by Sunset.  I thought they both had 9,000 tenders but one has a "recessed" coal board and the other is "flush".  Is the "flush" one a 10,000 USRA tender?
 
I would also appreciate it if some one could email a scan of part 3 of the Tender series in the Arrow.  Some one gave me copies a few years ago of the series but I cant find that part.  I believe this covers the 15,000 and 16,000 gallon tenders.  Thanks for any assistance!
