Steam question regarding the Shenandoah Division

"A 1954 ETT does not list either class in the tonnage rating tables.  Obviously, this was at least partly because neither class was equipped with cab signals, which were in use Roanoke - Hagerstown then."

    Engineer Eddie Talbert related to me that the A's could be run under the authority of the Div. Supt. because they were not cab signal equipped. However, this was a rare event.
