The western most stretch of single track also eliminated a set of diamonds to maintain across the B&O by the Chillicothe depot. The tax issue theory might have some merit as the start of single track at Omega is just into Pike County. West of Scioto, Kingston Hill becomes an operational issue which would have been a headache had it been single tracked. The double track section between Lunbeck and Scioto is obviously handy to pass trains but would have frequently been blocked back then had it not been double tracked due to N&W trains working Renick Yard with both B&O interchange traffic and Mead Paper traffic.

I was told, years ago, that the N&W single tracked this section because of a tax increase by Ross County. Single track would be taxed at half of the of the original assessment for the double track. I take this tale with a grain of salt. Single track would double the wear on the Scioto River bridge as all trains must use the remaining bridge. It also creates a bit of a bottleneck from double to single and back.
