N&W 9,000 tenders

The tenders used behind many of the Class W2's (9,000 gal tender), were they home built at N&W Roke shops or were they from the Pennsy... or copied from Pennsy 9K tenders? I know PRR had controlling interest in N&W during those days, or at least a major financial interest.
