Block signals at Shepherdstown

The top blades and spectacles are the train order signals. Below them on the mast are the block signals, which are in "proceed" position. If a blade was horozontal in either direction, it would indicate that the block was occupied. I believe the normal position of a block signal was "stop," so the appearance in this view may be that their use had been discontinued but not yet removed, because this was taken around the time that automatic block signals were installed on the N&W Shenandoah Valley Division. Does anyone else agree with this opinion?
