Pevlar Blue

Larry,

The only reference I can find in my materials at hand is N&W Color No. 23; this is the same color (but not the same type of paint) used on boxcars, cabooses, and passenger equipment.  I don't have any painting specs for  equipment that was to be painted blue; but if you have, or can get, any of those specs, it will list the DuPont color.
