Bicentennial Caboose Question

The size, location and era suggest a repack stencil, but I have been unable
to read the words on any caboose picture I have seen.  Jim Nichols

Gentlemen,

 

I am finishing the art for a revised decal set and the only thing I am
missing is what this text says. This is on the lower right on both sides of
the caboose. I can make out the size but I can't read it. Does anyone know
what is says?
