I'd call it a role-player. I don't think there is any intention to 
deceive. They just thought it looked better in the passenger colors and 
applied Rule 1 (Modelers' version). I think it does!

A heads up. The N&W 620 at Spencer is actually an imposter in the 
Tuscan Red scheme. The N&W Passenger GP-9's were number 500-521. N&W 
620 was black or blue in original service.
