C&O 614 to VMT

Would Mr. anonymous complainer care to identify him(?)self?  Whether  Mr. 
Justice got it wrong (which the phrasing of the article implies), or the  
media got lazy and didn't include the necessary qualifiers, please note that  
this is "old news", and the inaccuracy was pilloried thoroughly in various  
message boards at the time (June).
