Looks like N&W to me from 0:38 to 1:11. After that it's PRR MU's. There's what I believe to be a very brief and rare view of the New York Westchester and Boston from 1:22 to 1:29. This suburban railroad north of NYC was built around 1912 and only operated to about 1937 in spite of very heavy construction and a 4-track main on the south end.
Thanks for posting!

#yiv956047871 p {margin:0;}Here is a 91 second video of electric traction in 1928, and I am wondering if several of the scenes might picture N&W or VGN electrics. http://www.criticalpast.com/video/65675050747_means-of-transport_railroad-tunnel_electric-locomotive_boarding-a-train
The first scene was filmed at the west portal of the North Bergen Tunnel, showing an eastbound train from Manhattan Transfer entering the tunnel under the Hudson River, bound for Penn Station, Manhattan. The last scene was filmed at Bryn Mawr, ten miles west of Philadelphia on the Main Line. The scenes of the unidentified freight electrics occur in the middle.
