Front Royal N&W Right-of-Way

This article mentions a trail (just half a mile for Phase I) to be paved soon in Front Royal along the Shenandoah River. The article states "The proposed walking and cycling trail will be built in an abandoned rail bed along the river..."   Was the N&W Shenandoah Division once located closer to the river at Front Royal?
