Clinch Valley Division CV 464.01 over Clear Creek, Norton vicinity, Wise County, VA

I am researching the construction history of Bridge 1408 which carries the Clinch Valley Division over Clear Creek in the vicinity of Norton, Virginia. Representative photographs of the bridge are available if needed.
 
I have reviewed the archived material provided by Norfolk Southern for Bridge 1408. The original 45-foot through plate girder crossing was constructed about 1889.  
 
In 1919 the original bridge was replaced by three 11-foot 8-inch clear concrete slabs on two new piers.
 
In 1940 the pier footings and west  abutment were encased in concrete
 
No revelation here, but the inventory conducted for the Bureau of Valutation was made for
Bridge #1408 on 10/28/1917.  It is identified as  " 1 SPAN - THRU GIRDER  45'9" IN LENGTH". 

 In the inventory is this note "TO BE REBUILT W/BALLAST SECT. IN 1918."
There was no reference to Bridge #1408 in the "Additions and Betterments" section of the
N&W annual reports for 1938-39-40.  Information regarding the 1939 improvement might
be found in "Roadway Completion Reports" on file at the archives, but it will be like looking
for a needle in a haystack.                             Harry Bundy
