They were probably  making Home Route IBM Punch Cards. They were 
attached to all loaded way-bills and acted as an mty bill so the mty 
Hopper would be returned to the right yard or in some cases the right 
mine. All cars through POT YD in the early 50's had home route cards 
when I worked the north bound hump extra board.
