Ken,
I just want to comment about a common misconception concerning RCOs. That being that there is no operating rule, union agreement, or anything else that forbids an RCO from being in the locomotive cab. What the RCO cannot do is use any cab controls in the operation of his engine. An RCO uses the cab control stand to set-up the engine from manual to remote control at the begining of his tour of duty and then again to place the unit back in manual control at the end of his tour of duty. An RCO can occupy the cab at anytime during his/her operation of the locomotive.
Jimmy,
Before I retired (Oct. 09) I did see several engines with the brake stick holder under the running board. Sorry, but I did not keep notes on that sort of thing at the time, so I don't know which class of engines they were. You are correct, as you know, that most engines had the holders in the cab.

Jimmy,
I am not sure about the more recent additions to our fleet, but I do know that in Linwood the remote control engines have brake stick holders (painted bright yellow) mounted above the trucks. I don't know, but I assume the holders are also still in the cab, but since these are intended for RCOs who are not supposed to be in the cab at all, the holders are mounted close to where they might be needed.

I think what you are describing, since a photo hasn't been supplied yet, is not the brake stick holder at all. Instead, it is a holder for the EOT devices.
