611's whistle location

I have a question regarding 611's whistle location. In 1982 when NS restored her, they relocated the whistle to the steam dome. In 1991, NS returned the whistle to the original location. In my opinion, the whistle on the steam dome would make things easier on the crew's ears. Does anyone know why NS returned the whistle to the original location and why were 611's extended coal boards retained when she returned to the VMT in 1995. In my opinion the detract from 611's streamlining, but I understand that they extended 611's operating range. Thank you for any assistance.
