Went digging in the archives (personal and Google books) and found some
information. While not specifically answering abram's questions, the
details at least provide some date references as to when some power plants
and signals were installed.

*From the Third Annual Report for the fiscal year ending June 30, 1899*

Radford Division . . . . . 11 permissive semaphore signals erected

Scioto Valley Division . . . . . 9 permissive semaphore signals erected

*From the Fourth Annual Report for the fiscal year ending June 30, 1900*

Crewe to Norfolk . . . . Block wire constructed and seven block offices
erected

Norfolk & Southern Junction . . . . . Tower and interlocking plant of 20
levers operating derails switches etc was erected

Suffolk . . . . . Tower and interlocking plant of 24 levers operating
derails, switches etc was erected

Coaldale to Ennis . . . . . Block wire constructed

Flat Top Tunnel . . . . . Leonard signal apparatus put in at both ends of
tunnel

Welch to Kenova . . . . . Wire 22 extended between these points

Kenova . . . . . . Automatic signals put in at Kenova Bridge

Kenova and Columbus . . . . . Block wire constructed

Norfolk Division . . . . . 7 permissive semaphore signals erected

Scioto Valley Division . . . . . 14 permissive semaphore signals erected

Interlocking and signaling apparatus was installed or improved at Lambert's
Point, South Norfolk, Suffolk, Church Road, Concord, Lynchburg, West
Roanoke, Montgomery, Walton, Low Grade Line Tunnel, Curve, West Bluefield
Yard, Hatfield Bend Tunnel, Naugatuck, Kenove, East Portsmouth, Portsmouth
Junction, Chillicothe, Bannon, Columbus, and Batavia.


*From the Tenth Annual Report for the fiscal year ending June 30, 1906:*

A brick power house 53 x 100 feet was erected at Bluefield.

Interlocking and signaling apparatus was installed or improved at Bridge
No. 5 Norfolk, Bedford, Berryville, Roanoke, West Roanoke Receiving Yard,
East Radford, Eggleston, Blake, Ada, Coaldale, Gray, Dingess Tunnel,
Hanging Rock, Franklin Furnace, and Renick.

*From the Twelfth Annual Report for the fiscal year ending June 30, 1908:*

Power houses for interlocking and block signal plants were constructed at
Forest, Ironville, Walton, and Valley Crossing.

At Williamson there was constructed a brick electric light and power house,
60 x 64 feet.

Interlocking and signal apparatus was installed at Virginian Railway
crossing, South Norfolk, Forest, Loch Laird and Valley Crossing; automatic
signals at High Bridge, between Irving and Montvale, at Dora Junction, at
Dry Branch, at Eggleston Tunnels, at Ripplemead, at Curve, between Hemphill
and Davy, and at Fair Ave., Columbus. Plants were improved at Wakefield,
Walton, Kenova, Bannon and Columbus.
