Bluefield - What is it?

I don't think it is railroad related. I didn't pay much attention when I was growing up there, but I think it is a commercial structure of some sort - maybe like a grain elevator or something similar?

Was this a railroad related structure?  If so, 
what was it used for?  It stands on the hillside above the fuel pad on 
Hardy Street.
