The joint N&W/PRR engine facility at Hagerstown was located on the former
CVRR track extending southward from HJ tower.
The tail of the wye track used to turn N&W steam power was also the
beginning of the Winchester Secondary track. I suspect Special Instruction
1160-B1 was "legal boilerplate" to cover any existing PRR restrictions down
to the end of the next block limits on the Winchester Secondary Track.
