Cabin Car Numbering Sequence

The 1904 Equipment Register shows the cabin cars as numbered 1 through 499. The 1916 Register shows them numbered 17000 to 18699.
When, between 1904 and 1916, was the numbering sequence changed? And when was it changed again to place them in the 518xxx series?
