"Palace Coup" Which Ousted Pevler

If you don't have the book ........Herman Pevler wanted to name the Operations VP from Chessie (actually at that time it was still C&O-B&O - it wasn't Chessie until 1972) as his successor (I couldn't find his name anywhere in the book)

Looking at a April 27,1969 C&O-B&O Operating Rules book I have in my collection ......C.V. Cowan was VP Operations C&O-B&O at that time.  

Can anyone confirm this was who Pevler had chosen?

To elaborate on Fishwick being with the D&H........he had been working in Cleveland, OH as President of DERECO, an arms length subsidiary of the N&W, that was composed of both the Erie Lackawanna and Delaware and Hudson Railways.
