The water tank is a coal company/community water tank rather than a railroad water tank

The photo of the Mill Creek C&CC Elkhorn Colliery company store in Billion Dollar Coalfield (attached), shows a water tank up on the mountainside across the mainline tracks. It would appear to be just East of the Maybeury station and perhaps a little bit West of the electric substation. My question is: Was this tank used for watering trains, and if so what was the mechanism for doing so? The tank is seemingly too high and to far from the tracks for the normal spout. Was the water piped from the tank to a stand by the tracks? Was this unique or were there other locations where water tanks were remote from the tracks?
