A few thoughts...
1.) Just because the pole line to the right of the track has "static arms" atop each pole, does not mean there is CTC "code line" on the poles. This territory could be simply APB (Absolute Permissive Block) signaling, e.g. on the Punkin' Vine. If you don't have CTC, you don't have "code line."
2.) It may be the case that the pole line to the right of track is NEW pole line, built at the time the line was signaled. In which case the smaller, single-arm poles to left of track may be the OLD, earlier pole line... which may have been left in place due to Western Union circuits on it, or some such. (By the way... when was the use of "static arms" introduced?)
3.) My uninformed observation is that when the N&W installed Position Light automatic block signaling or CTC, they completely rebuilt the pole line (or installed new pole line.) The old pole line was probably decades old at that point, and may not have had sufficient capacity for the additional cross arms required. Reliable pole line is an indispensable adjunct to a reliable signal system. "No man puts new wine in old wine skins," as the saying goes.
4.) No speculation as to location. Will leave that to the local Indians down on the local Indian Reservation...
