Mysterious crossing, Premier, WV

Does anyone know about what year the crossing signal was put in? It's strange NS didn't remove it too. Could their attitude about keeping track, signals, etc for potential use again in future if be why it was left?
I've never heard about this lost tender before. What's the story behind it?
