Where Was Engineering Station 0 + 00 for the Radford Division ?

So I am extremely curious about the N&W's "starting point" for the distances given in Radford Division Time Tables.  Has anyone seen information which might give a clue?
Abe:
Mile Post 0.0 was on Water Street, Norfolk.  This was the location of
the N&W station prior to Norfolk Terminal Station (1911 ?).  Don't know
the explanation, but starting at Mile Post 150 (Farmville) , there are 12
consecutive "short" miles,  the longest being about 4900 feet.  Over the
years, valuation stations used by the Engineering Department change too.
EXAMPLE: the 1950 grade realignment for Elkhorn Tunnel.  Harry Bundy
