Transfer Cab ???

The above-the-frame "cab" looks like the short hood salvaged from a Fairbanks-Morse diesel-electric locomotive.

  What do we truly know about the pedigree of car pictured below? I know Cond. Buddy St. John used it on the East End job in Roanoke Term. Is it considered a transfer cab or what?
