Richlands coaling tower?

I do not know where that coal wharf is located, but it is not the one in
Richlands. See the photo  of the Richlands coal wharf below from the
Archives.

 

Richlands is on the Clinch Valley Line, not the Bristol Line

Is this taken at Richlands VA?  No location on description but all of the
Southern equipment makes me think this is either headed to or coming from
Bristol.
