  That photo was looking Eastward, just North of the approach to Naval Air Station (NAS) Norfolk runway 10 direction of runway 10-28.  
Can't say which runway it was, but it ended at a fence paralleling Hampton Blvd.  TheVirginian main line also paralleled Hampton Blvd.  Inbound, the crew of a coal traindiscovered a plane's landing gear lying in a load of coal waiting to be classified.
