If the WSSB Mikado resembled any N&W locomotives, I would vote for the E2a 4-6-2.  544 and 566 were backup engines for Shenandoah Division K2's.  Note the train control box under the right hand running board.  Also see that the mail clerk on train 14 snagged the mail bag just as the photographer snapped the photo.
