Class Y3/3a difference?

A spotting difference that I thought was reliable was the location and 
orientation of the Nathan low-water alarm. On the Class Y2(a) and Y3, it 
was located between the steam dome and rear sand dome. Beginning with 
the Class Y3a, it swapped places with the rear sand dome and was rotated 
180 degrees, the arrangement used on subsequent Class Ys.

So why the swap? In /N&W: Giant of Steam/, Col. Jeffries refers to minor 
changes to use standard parts. More to the point, why was the 2006 at 
least one exception--a Class Y3 with the Y3a arrangement? Was it just a 
one-off, an East End refit when the tender booster engines were added?
