Automatic Block Signals - 1907

I have attached a low-resolution scan of a 1907 N&W Instructions for Automatic Block Signals (ABS) and Interlocking Signals.  My questions are: 1) Is this the earliest ABS instructions issued by the N&W?  If so, then 2) where was the first installation?
