   It is a little too short and too narrow to be a "honey can," and it does not have holes for chain hooks on the sides, either.       Honey Cans were chained under the toilet discharges of passenger trains when they stopped at Roanoke, so the items of sewage would not be discharged onto the track.  I am sure the cans were also used at other terminals, as well, where trains had stops longer than just brief stops to receive/discharge passengers.  And, no, I do not know what craft of men had the job of handling (and dumping) these things.  Perhaps forces from the Coach Yard ?       The bucket also has the wrong proportions for a journal dope bucket, and no lid.       Verdict:  I am stumped.
