Arrow - Detour Routes

I read the short “from the Archives” article about the Detour Routes for Freight and Passenger Trains map in Volume 38-2 of the Arrow with interest. 

I assumed that routings of different locomotive types would be based on axle loadings, but the fact that the C&O couldn’t take Ys (the Virginian could), yet could accommodate As and Js suggested something else was involved. Was this a clearance issue? Were the Ys too wide for the C&O?
