My take is on a railroad, a location is a specific point. You can either be at that location or not at that location. So even today, the first example is correct on a railroad.
Take Juniper, VA located near M.P. N-16 on the Norfolk District between Portlock and Suffolk, VA. It qualifies as a station. Pre-1951, the population, excluding water moccasins, bears, and deer, MAY have been considered four -- the four operator-levermen that staffed Juniper Tower and controlled movements on the middle track. The closest public road was 5+ miles away. Juniper was not scheduled as a station-stop, but the locals would pick up (or drop-off) staff members going on vacation or rest days. Wonder how these employees spent their off-time in the middle of the Dismal Swamp ? Harry Bundy
