 J.C. - I'm not sure that N&W could dictate the paint to be used on cars built off-line, but they could on system hoppers.  In fact there was a circular reporting mark showing paint manufacturer, date repainted, and shop accomplishing the update on the hoppers..  The Research staff of the Motive Power Department scheduled programs for all system cars, which could have included a repaint. As an example, when a covered hopper in the 171,000 series was made empty, it would be directed to Roanoke Shops, Portsmouth Shops, etc. for repainting,  N&W had paint supplied by Sherwin Williams, even a paint manufacturer in Roanoke, plus six other paint manufacturers. The brand of paint to be used was determined by the research people and this MAY have resulted in darker colors, Harry Bundy    ONW-Mailing-List at nwhs.org
