 Without taking time to dig out the exact particulars, the pipes were part of a 6-inch water line for steam locomotives that extended to supply tanks at the top of the grade.  If you will look closely at pictures taken at Cooper, you can see see that it was attached to the trestle, even in the final days of steam.

Another picture, another question.  The attached shows a couple sections of
pipe laying between tracks at the end of the bridge.  Many shots of the
electrification show such pipe sections beside the line on holders
specifically to cradle them.  I assume that these would have been used in
some way when repairing/maintaining the catenary.  Does anyone know how
this worked and why these pipes were needed?
