If Tim hadn’t suggested it, I wouldn’t have thought it was Columbus. It took a minute to locate Franklin Flouring Mill. Thank goodness for a great local library collection and the city’s digitization of early Baist real estate maps. In short, this is a PRR (Panhandle) yard, though the N&W flyover bridge is just visible in the distance. Otherwise, I can’t make out any N&W track.

The photo is looking northeast along the Panhandle yard, with the Panhandle's freight house tracks joining from the right. The N&W’s freight house tracks ran parallel to the PRR’s, immediately to the East. The lead would be behind the Franklin Mill facility. From there, the N&W lead wandered parallel along the south side of the the Panhandle main until reaching the flyover, then wandered along the north side of the Panhandle yard to the CA&C, then north alongside CA&C to Joyce Avenue Yard (the N&W’s Columbus terminal yard)
In this 1910 Baist Real Estate map, the Franklin Mill is more or less in the center of the screen (if the link works correctly)
