According to Cabooses of the Norfolk and Western by Bob Bowers and Jim Brewer, on pages 189-190, Scheme 2A adopting the blue paint for the caboose body and roof went into effect in 1966 and lasted until 1971. The scheme was revised on October 16, 1968 to exclude painting the galvanized metal roofs and running boards. Other minor revisions were made later in 1968 and in 1969. The blue scheme was applied to all class C31 cabooses and to many of the other original N&W and merger road cabooses.
