<P><FONT SIZE=2 FACE="Arial">According to<U> Cabooses of the Norfolk and Western</U> by Bob Bowers and Jim Brewer, several classes of cabooses acquired by the N&W in the merger with the Nickel Plate and the Wabash in 1964 (classes C-9, C-11, and C-17 for example) were placed in general service and used throughout the system except in the states of Virginia and West Virginia. Why were these classes of cabooses not used in those two states ?</FONT></P>
