[Slowhand] EC and speed fine

Hello Slowhanders.

Some people living in Bourgogne (France) had a bad surprise. 
Opening their newspaper, they saw that EC was in their country.
But unfortunnelly for them, it was for a speed fine : he was taken at 216km/h (around 160 mph)
on a highway limited to 130 km/h (around 90 mph).
He had a speed fine of 750 euros.
