As far as the deadline for the demolition form to be signed, the general
rule is that as the demolition crews begin to move through an area in the
mid to late part of  December and beyond, it becomes logistically difficult
to do a pass and then return with the equipment needed to demolish in an
area that was passed.  There will be some level of moving around, but the
most efficient means to doing this is to have the decision as early as
possible.  A good target date for residents to make a demolition decision
and finalize their retrieval of belongings inside a house is the mid part of
January if not sooner.
 
Keep in mind that this process involves the coordination of some 25,000
homes and 15,000 businesses that will be deciding to gut or demolish.
 
I know it is not easy- but the sooner the paper work is in the more
efficient the process can become.
