[StBernard] new murphy oil map

Could someone please explain how the oil spill went as
far as St Bernard Hwy on both Jacob Dr and Despaux Dr.
and it did not affect other streets to the hwy?  It
seems to me that if oil is in the water it didn't see
a stop sign after those two streets!
