I do hereby state that I am NOT in favor of any federal, state or local
buyouts or mitigation of any resident's property by expropriation.  The
criteria necessary for me to support any proposal requires that the buyout
be voluntary with no adverse effects on neighboring property.  Then and only
then will I consider voting and/or supporting a buyout proposal and/or
mitigation procedure.

I believe this position is consistent with my belief that the right of
ownership is fundamental to America and as such should not be trampled on.
