That is just the point.  Brownie is not the parish's only option.  We have
many options, we just need to make the right decision. He is not offering
help out of the goodness of his heart.  He wants to get paid the big money.

That is his motivation.  Why do you think it would cost us nothing to hire
him?  He doesn't come free and as stated earlier, FEMA probably will not pay
for his services.  We can do better.
