we suggested this, but FEMA is not budging on the use of the slab as
armoring material.

In seeing the slabs left by the home demolition that is happening all around
the parish - it led me to wonder if the left over slabs could be used to
armor the levees in the parish.
I did not know what is used to armor the levees, but it seems that it would
be killing two birds with one stone?
